This year marks the 10th anniversary of the first Lancang-Mekong Cooperation Leaders' Meeting. Over the past decade, the six Lancang-Mekong countries have consistently promoted the Lancang-Mekong culture of "equality, sincere mutual assistance, and family-like closeness," and upheld the Lancang-Mekong spirit of "development first, equal consultation, pragmatism and efficiency, and openness and inclusiveness," advancing cooperation in three pillars and five priority areas, achieving remarkable and fruitful results. China and the Mekong countries have achieved full coverage of bilateral community of shared future construction, with trade exceeding US$500 billion, a 150% increase compared to 10 years ago. China has always upheld the concept of building a community with a shared future for mankind, practicing the four global initiatives of global development, security, civilization, and governance. Through the Lancang-Mekong Cooperation Special Fund, thousands of "small but beautiful" projects benefiting the people, such as "Harvest Lancang-Mekong" and "Operation Sweet Spring," have been implemented and are yielding results, ensuring that the benefits of Lancang-Mekong Cooperation reach the people of every member country.
China and Laos share the same mountains and rivers, and are friendly socialist neighbors with a shared future and destiny. China is also a staunch supporter and active practitioner of the Lancang-Mekong Cooperation (LMC). China has implemented a series of projects in Laos through the LMC Special Fund, playing a positive role in promoting rural development and improving people's lives. Taking public health as an example, China has assisted Laos in constructing key medical facilities such as Mahosot Hospital, the 103 General Hospital, and Luang Prabang Hospital, providing strong support for improving Laos's health and medical standards. Recently, a project to integrate and coordinate the import, export, and transit inspection of food and drugs was launched, which will help strengthen the inspection and supervision capabilities of regulatory personnel at the import, export, and transit stages, and improve the level of food and drug safety governance.
In mid-March, the National People's Congress and the Chinese People's Political Consultative Conference (NPC and CPPCC) successfully concluded, reviewing and approving the 15th Five-Year Plan outline, providing a top-level design for China's development over the next five years, and bringing new opportunities for building a closer Lancang-Mekong community with a shared future. The NPC and CPPCC clearly proposed to promote the high-quality and in-depth development of the Belt and Road Initiative, injecting continuous momentum into the construction of a community with a shared future encompassing the Lancang-Mekong countries. The 15th Five-Year Plan outlines a series of major strategic tasks in 16 areas, focusing on promoting high-level opening-up, strengthening public health security, and enhancing regional cooperation. This will resonate with Laos's key tasks in its 15th Five-Year Plan and aligns perfectly with the Lancang-Mekong Cooperation's goal of creating a "2.0 version" characterized by unity and cooperation, openness and win-win outcomes, green innovation, and peace and tranquility.
China is willing to continue working with Laos to translate the fruits of cooperation into safeguarding public health, promoting trade prosperity, and improving people's well-being, making the Lancang-Mekong Cooperation a truly tangible and perceptible project of happiness, contributing to the building of a peaceful, secure, prosperous, beautiful, and friendly Lancang-Mekong "Five Homes," and forging a community with a shared future for the Lancang-Mekong countries.
